Bolivia: International Complaint Filed with the IACHR

In light of the critical political and social situation in Bolivia, the Wiphalas Network issued a statement “calling for international solidarity to ensure respect for human rights in Bolivia.” This is an international coalition that supports the consolidation of the Process of Change in Bolivia and Abya Yala, guided by the principles of good living.

International Complaint to the IACHR and Human Rights Bodies Regarding Serious Human Rights Violations in Bolivia (June 9, 2026):

Just seven months after being elected, the Bolivian government has plunged the country into a deep crisis by losing credibility and the ability to govern, having failed to fulfill its campaign promises and having done precisely the opposite. As a result, people across the country have been engaging in six weeks of protests, work stoppages, roadblocks, and hunger strikes, demanding the resignation of President Paz Pereira after all attempts at dialogue have failed.

Instead of solutions, his government responded with more cases of corruption, drug trafficking, and impunity for its public officials. It has particularly threatened the leaders of social and indigenous organizations, going so far as to kidnap, torture, and imprison the leaders of various organizations and punish entire regions by suspending electricity, internet, and even banking services.

The crisis worsened further, as this president—a traitor to the people—allowed interference from regional governments such as Milei and Novoa, and even from the U.S. and Israel, which provide military support as part of the “Plan Shield of the Americas,” a move that could rapidly lead to an escalation of violence in the region. In a video, Rodrigo Paz incited clashes among the civilian population, calling on groups (paramilitary groups: Unión Juvenil Cruceñista and Resistencia Juvenil Cochala) to confront protesters by joining forces with the police and the military to use force and violence.

This situation led to a confrontation in which armed paramilitaries, organized with the police and the Armed Forces, violently attacked the population that was exercising its constitutional right to protest. The confrontation ended with destruction, gunshot wounds, attempted rapes, and looting of homes belonging to the population that defended itself against the attack (June 6 in San Julián).

On June 8, Rodrigo Paz Pereira once again threatened the people when he approved an unconstitutional law granting police and military personnel a license to kill and authorizing them to attack roadblocks and demonstrations throughout the country. We warn the world of the imminent massacre this president could cause in Bolivia if he is not stopped!

Rodrigo Paz’s total loss of governance and credibility is evident to the majority of Bolivians, and the only way to bring peace to the country is through his resignation! We call for international solidarity to ensure that human rights are respected in Bolivia.
