Dhaka-Moscow New Equation: Bangladesh’s Strategic Journey Towards BRICS and SCO

A new and powerful chapter has begun in the diplomatic relations between Bangladesh, South Asia’s burgeoning economic power, and Russia, the Eurasian superpower. The recent high-level meeting in Moscow between Bangladeshi Foreign Minister Dr. Khalilur Rahman and Russian Foreign Minister Sergey Lavrov indicates a deep strategic partnership that goes far beyond mere bilateral courtesy.
Bangladesh in Global Leadership: The 81st Session of the UNGA
A key highlight of the meeting was the historic election of Dr. Khalilur Rahman as the President of the 81st Session of the United Nations General Assembly (UNGA). Russian Foreign Minister Lavrov congratulated Bangladesh on this achievement and reaffirmed Moscow’s full support for Dhaka’s leadership on the international stage. According to analysts, this election is a clear manifestation of Bangladesh’s growing ‘soft power’ and global acceptability.
BRICS and SCO: New Partners in a Multipolar World
In the context of today’s shifting geopolitics, Bangladesh has expressed a strong desire to join BRICS and the Shanghai Cooperation Organization (SCO) as part of its neutral and multidimensional foreign policy.
* Support: Foreign Minister Lavrov expressed a positive stance regarding Bangladesh’s inclusion in these two influential blocs.
* Commercial Alliances: Dhaka sought Russia’s active cooperation in finalizing a Free Trade Agreement (FTA) with the Eurasian Economic Commission (EEC), which could open up a massive new market for Bangladeshi goods.
Energy and Economic Cooperation: From Rooppur to Hi-Tech Parks
The Rooppur Nuclear Power Plant remains the backbone of Bangladesh-Russia relations, ensuring the country’s energy security. During the meeting, Bangladesh expressed its gratitude for Russia’s cooperation in supplying fuel for the first unit and emphasized the need for full cooperation to operationalize the second unit swiftly.
Additionally, the leaders discussed the following steps to reduce trade deficits and boost investments:
1. DFQF Facilities: A call for Duty-Free and Quota-Free access for Bangladeshi products into the Russian market.
2. Joint Investments: An invitation for Russian investment in engineering, steel, and IT sectors within Bangladesh’s Special Economic Zones (SEZs) and Hi-Tech Parks.
3. Labor Market: Preparations for new agreements to ensure safe employment and protect the rights of migrant workers.
The Rohingya Crisis and Regional Stability
On the humanitarian front, Bangladesh sought Russia’s active role in finding a sustainable solution to the Rohingya crisis. Moscow assured long-term cooperation to facilitate the safe, voluntary, and dignified repatriation of this massive displaced population- a step crucial for regional stability.
Analyst Comment- ‘This Moscow meeting demonstrates that Dhaka has adopted a highly balanced and visionary stance in its foreign policy. Combining its leadership at the UN with efforts to integrate into emerging economic blocs like BRICS and SCO, Bangladesh is positioning itself as an indispensable player on the world stage.’
On the eve of the 55th anniversary of Bangladesh-Russia relations, this visit has elevated the economic, energy, and geopolitical equations between the two nations to new heights. Bangladesh’s positioning in a multipolar world is expected to exert a significant influence on South Asian politics in the days ahead.
