Roberto Sánchez Calls on Congress to Repeal Pro-Crime Laws

A Decisive Move. The repeal of pro-crime laws, one of the main demands of the population nationwide, was formally requested today, Wednesday, June 3, by Roberto Sánchez, who is still a congressman and the presidential candidate for Juntos por el Perú. The bill is scheduled to be debated in the plenary session of the Congress of the Republic this Thursday, June 4, days before the second round of the presidential election.

Official Letter No. 76-2026-GP-JPVPBM-CR, addressed to the Chief Clerk of Congress, is signed by Congressmen Roberto Sánchez Palomino and Victor Cutipa Ccama, who requested a meeting of the Board of Spokespersons “to include and prioritize, on the agenda of the next plenary session of Congress, scheduled for Thursday, June 4, all bills proposing to repeal pro-crime laws, including bills 08644/2024-CR, 09053/2024-CR, 11953/2024 -PJ, 12137/2025-CR, 12158/2025-CP, 13330/2025-CR, 13389/2025-CR, 13524/2025-CR, and 14714/2025-CR.”

The letter highlights the urgency of the matter because “there are several laws considered ‘pro-crime’ by the Public Prosecutor’s Office and other entities, and it is very important that the Congress of the Republic debate their repeal, given that cases of extortion, contract killings, and other crimes—committed in most cases against entrepreneurs and transport operators—continue to occur.”

The “pro-crime laws” have weakened the country’s justice system, which is now mired in public insecurity due to the prevalence of organized crime. These laws pertain to crimes against humanity and war crimes, as well as amnesty for members of the Armed Forces; they limit the powers of the Public Prosecutor’s Office, hinder the prosecution of organized crime, and obstruct criminal investigations.

The bills to repeal the pro-crime laws are part of the six democratic conditions promoted by the Lima Bar Association (CAL), the Historic Citizen Agreement (AHC), the Citizen Coalition for Life, and other coalitions. These conditions were endorsed by four candidates, and today, their inclusion in the debate ahead of the runoff election is crucial, as they offer real solutions to the violence that is bleeding the country dry.
