The request for legislative powers submitted as urgent by the Executive Branch on August 28 was objected to by the Constitution and Rules Committee of the Chamber of Deputies. The reason: the request does not contain the minutes of the Council of Ministers session in which the “very urgent” nature of the legislative proposal was approved. The Executive will regularize the submission and attach the request.
Extreme measures
The requested legislative powers include 66 requests to legislate within a period of 120 calendar days on matters such as: citizen security, the fight against crime, the tax regime, administrative simplification, modernization of the State and strengthening of micro and small enterprises (MYPEs), productive development, among others.
However, the request for legislative powers has aroused suspicions among the population, especially regarding labor issues (a new Pulpín Law?), simplification of administrative procedures related to concessions and enabling titles; as well as the “exceptional and temporary” participation of the Armed Forces in security and the creation of the category of “terrorist organizations” for criminal organizations.
The role played by the Chamber of Deputies will be decisive in defending labor rights and restoring citizens’ security.
Once the proposal is regularized, the Chamber of Deputies has up to 15 working days for the deputies to issue the corresponding report. Then its debate will be included in the plenary agenda. The rules also establish that the chair of the committee issuing the report has the authority to present a new substitute text, endorsed by the signatures of the spokespersons representing a simple majority. This text may be voted on in the same plenary session, and will finally be sent to the Senate for processing.
