Under the dual pressures of rapid urbanization and severe climate change impacts, Bangladesh- a transforming nation in South Asia- is moving to fundamentally reshape its housing and construction sectors. Moving away from environmentally destructive traditional brick-and-mortar practices, the country is introducing a national sustainable building labeling framework: HBRI-DESH, powered by its digital monitoring platform, DESHboard.
Going beyond conventional commercial ‘green building’ certifications, this initiative aims to establish a climate-resilient framework that safeguards not only the natural environment, but also human health and broader social well-being.
Why Is This Shift Imperative?
According to global reports by UN-Habitat and the United Nations Environment Programme (UNEP), the building and construction sector accounts for nearly 37 percent of energy-related carbon dioxide emissions worldwide.
For Bangladesh, the situation is even more critical:
* Demographic Pressure: The country’s urban population has nearly doubled over the last two decades. An estimated 10.5 million new housing units will be needed by 2030.
* Climate Extremes: Cities are facing escalating heatwaves, severe air pollution, erratic rainfall, and urban flooding risks.
In this reality, climate-resilient infrastructure is no longer a luxury-it is essential for human survival and basic rights.
‘HBRI-DESH’: Grounded in Local Realities
This national framework is being developed through a collaborative effort led by the Housing and Building Research Institute (HBRI) under the Ministry of Housing and Public Works, alongside UN agencies (UN-Habitat, UNEP, UNOPS) and supported by German Development Cooperation (BMZ).
Rather than relying solely on imported commercial certification models, this framework is tailored to Bangladesh’s local climate, economic conditions, indigenous materials, and socio-cultural context.
Whole Building Life-Cycle Approach:
Design ➔ Sustainable Materials ➔ Operation & Use ➔ Waste Recycling.
The system evaluates a building across its entire life-cycle-from initial design and material selection to energy efficiency, water conservation, indoor air quality, and waste management.
Digital Transparency and Green Financing
A key innovation of this initiative is DESHboard, a dedicated digital platform. DESHboard will digitalize evaluation, data collection, and verification processes, ensuring transparency and credibility while curbing ‘greenwashing.’
Furthermore, central and commercial banks are being integrated into the process. This paves the way for green financing, subsidized loans, and tax incentives for buildings that meet national sustainability benchmarks.
A Stronger Voice on the Global Stage
From the perspective of Pressenza- advocating globally for peace, nonviolence, and ecological justice- this initiative sets a compelling precedent for the Global South. Bangladesh previously presented its sustainable building climate action plan at COP29 and introduced its national framework at international sustainable built environment conferences.
This initiative directly aligns with the UN Sustainable Development Goals (SDGs 11, 12, and 13)-specifically targeting sustainable cities, responsible consumption, and climate action.
Challenges Ahead and a Human-Centered Future
Implementing a systemic shift of this scale is not without challenges. Engaging small and medium-sized developers, securing accessible financing, and building technical capacity across the country will be critical hurdles.
However, this transition goes beyond environmental preservation-it is about upholding the fundamental human right to safe, healthy, and dignified living spaces. Rather than halting development to save the environment, Bangladesh is seeking a path where human progress and nature can sustainably coexist.
