Technical Debate in Peru: Are the Parties Up to the Challenge of Social Demands?

With just two weeks to go before the second round of elections, the National Elections Board (JNE) held a technical debate on Sunday, the 24th, between the technical teams of the two parties that advanced to the second round: Juntos por el Perú (with candidate Roberto Sánchez) and Fuerza Popular (with Keiko Fujimori). The meeting provided an opportunity to hear both parties’ proposals, presented in the following categories: democratic institutions, youth and sports, agriculture, infrastructure, the economy, and health.

Both teams clashed not only over proposals but also over accusations of responsibility for the current crisis. On one side, Fuerza Popular (FP) accused its counterpart of “creating disorder”; in turn, Juntos por el Perú (JP) pointed out that “over the last 10 years, Fuerza Popular has led the government and caused the crisis the country is facing today.” Here are the main proposals:

In the State Reform segment, Sinesio López (JP) emphasized the need for the separation of powers and the participation of civil society, while Vladimiro Huaroc (FP) proposed state reform through digitization. In the Youth and Sports segment, Ernesto Zunini (JP) highlighted the creation of the “My First Job” program, which will benefit more than 100 young people who will receive funding for accredited training, and Rosangella Barbarán (FP) proposed training and seed capital for young people.

In the Agriculture and Environment committee, César Milton Guarniz (JP) proposed a “national water fund program” to ensure water security, as well as a “program for high-Andean dams”; meanwhile, Marco Antonio Vinelli (FP) emphasized the revival of Pronamachcs and reforestation efforts, primarily in watershed headwaters.

Regarding infrastructure, expert Gustavo Guerra García (JP) proposed connecting the ports of Chancay and Callao with Pucallpa, while Carlos Neuhaus emphasized preventive infrastructure. In the Economy segment, Pedro Francke (JP) proposed repealing the eight pro-crime laws and providing funding for entrepreneurial families; in turn, Luis Carranza (FP) emphasized public investment and incentivizing private investment. Meanwhile, in the Health segment, experts Hernando Cevallos (JP) and José Recoba (FP) once again addressed reforms in the health sector to ensure quality care.

The next Presidential Debate will be between the two candidates this Sunday, May 31, at 8 p.m. in Lima. The public eagerly awaits to see which candidate will firmly commit to addressing the core demands: restoration of the rule of law, separation of powers, repeal of pro-crime laws (for public safety) and environmental protection laws (the Anti-Forestry Law), inclusive education, and others.
